The concept of <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">Industrial relations<\/a> has been defined using various terminologies, but in the strictest sense, it is essentially the relationship between management and labor. The \u201crules\u201d may be defined and coherent or ill-defined and incoherent.&nbsp;<span style=\"mso-spacerun: yes;\">&nbsp;<\/span><\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 24px; mso-themecolor: text1;\">In <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a>, therefore, one seeks to study how people get on together at their work, what difficulties arise between them, how their relations including wages and working conditions etc., are regulated.&nbsp;<span style=\"mso-spacerun: yes;\">&nbsp;<\/span><\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Background_to_the_field_of_Industrial_Relations\"><\/span><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 24px; mso-themecolor: text1;\"><span style=\"mso-spacerun: yes;\">Background to the field of Industrial Relations<\/span><\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\"><span style=\"mso-spacerun: yes;\">&nbsp;<\/span><a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">Industrial relations<\/a> constitute one of the most delicate and complex problems of the modern industrial society. This phenomenon of a new complex industrial set-up is directly attributable to the emergence of \u2018Industrial Revolution\u201d. The pre-industrial revolution period was characterized by a simple process of manufacture, small scale investment, local markets and small number of persons employed. All this led to close proximity between the manager and the managed. Due to personal and direct relationship between the employer and the employee it was easier <a href=\"https:\/\/motivemeaning.blogspot.com\/2022\/03\/significance-of-industrial-relations.html\" target=\"_blank\" rel=\"noopener\">to secure cooperation<\/a> of the latter. <\/span><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" width=\"700\" height=\"391\" src=\"https:\/\/i0.wp.com\/support.centreforelites.com\/wp-content\/uploads\/2022\/04\/Industrial-Relations.png?resize=700%2C391&#038;ssl=1\" alt=\"\u00a0Industrial relations\" class=\"wp-image-576\" srcset=\"https:\/\/i0.wp.com\/support.centreforelites.com\/wp-content\/uploads\/2022\/04\/Industrial-Relations.png?w=700&amp;ssl=1 700w, https:\/\/i0.wp.com\/support.centreforelites.com\/wp-content\/uploads\/2022\/04\/Industrial-Relations.png?resize=300%2C168&amp;ssl=1 300w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><figcaption class=\"wp-element-caption\">\u00a0<a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">Industrial relations<\/a><\/figcaption><\/figure>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">&nbsp;<\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">Any grievance or misunderstanding on the part of either party could be promptly removed. Also, there was no <a href=\"https:\/\/support.centreforelites.com\/ru\/theories-of-forgetfulness\/\">interference<\/a> by the State in the economic activities of the people. Under such a set-up <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a> were simple, direct and personal.&nbsp;<\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">This situation underwent a marked change with the advent of industrial revolution, size of the business increased needing investment of enormous financial and human resources, there emerged a new class of professional managers causing divorce between ownership and management, and relations between the employer and the employer became estranged and gradually antagonistic. This new set up rendered the old philosophy of industrial relation irrelevant and gave rise to complex, indirect, and impersonal <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a>. <\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">Industry today is neither viewed as a venture of employers alone nor profit if considered as its sole objective. It is considered to be a venture based on purposeful cooperation between management and labour in the process of production and maximum social good is regarded as its ultimate end and both management and employees contribute in their own way towards its success. <span style=\"mso-spacerun: yes;\">&nbsp;<\/span><\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">Similarly, labour today is no more an unorganized mass of ignorant works ready to obey without resentment or protest the arbitrary and discretionary dictates of management. The management has to deal with employees today not as individuals but also as members of organized social groups who are very much conscious about their rights and have substantial bargaining strength. Hence, the objective of evolving and maintaining sound <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a> is not only to find our ways and means to solve conflicts to resolve differences but also to secure the cooperation among the employees in the conduct of industry. But maintaining smooth industrial relation is not an easy task.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span><\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">Almost all the industrialized countries of the world face the problem of establishing and maintaining good management-worker relationships in their industries. Each country has sought to find out a solution, depending upon its economic, social and political environment. However, industrial conflict still arises and therefore establishment and maintenance of satisfactory <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a> forms an important plank in the personnel policies of modern organization. <\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Coverage_of_industrial_Relations\"><\/span><span style=\"font-family: 'Times New Roman', serif; font-size: 12pt;\">Coverage of industrial Relations<\/span><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\"><a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">Industrial relations<\/a>, thus, include both \u2018industrial relations\u2019 and \u2018collective relations\u2019 as well as the role of the state in regulating these relations. Such a relationship is therefore complex and multidimensional resting on economic, social, psychological, ethical, occupational, political and legal levels. <span style=\"mso-spacerun: yes;\">&nbsp;<\/span><\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black; font-family: 'Times New Roman',serif; font-size: 12pt; line-height: 150%; mso-themecolor: text1;\">There are mainly two set of factors that determine the state of <a href=\"https:\/\/support.centreforelites.com\/ru\/3-actors-in-the-industrial-relations-system-2\/\">industrial relations<\/a> &#8211; <span style=\"mso-spacerun: yes;\">&nbsp;<\/span>described as \u2018institutional factors\u2019 include type of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Labour_law\" target=\"_blank\" rel=\"noopener\">labour legislation<\/a>, policy of state relating to labour and industry, extent and stage of <a href=\"https:\/\/support.centreforelites.com\/ru\/definition-of-growth-and-development\/\">development<\/a> of trade unions and employers\u2019 organizations and the type of social institutions. <\/span><\/p>\n\n\n\n<p class=\"\"><span lang=\"EN-US\" style=\"color: black;
